SeaPort Enhanced (SeaPort-e) made electronic procurement of Engineering, Technical and Programmatic support services at NAVSEA a reality. The Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) have decided to leverage the successes and efficiencies of the SeaPort-e business model by designating SeaPort-e the vehicle of choice for future Engineering, Financial, and Program Management contractor support services. This decision emphasizes the Navy Virtual SYSCOM’s focus on implementing cost-effective and integrated business practices to better support our Navy. SeaPort-e furthers the Navy’s Seapower 21 objective to increase efficiency, and allows for tailoring services according to the needs of geographically-dispersed organizations with significantly diverse product area requirements and missions.
The largest of the Navy’s five systems commands, Naval Sea Systems Command (NAVSEA) engineers, builds and supports America’s Fleet of ships and combat systems. Accounting for nearly one-fifth of the Navy’s budget, NAVSEA manages more than 100 acquisition programs, which are assigned to five affiliated Program Executive Officers (PEOs) and various Headquarters elements. Functional Support Specifications
3.1 Research and Development Support
This functional area consists of supporting the development and application of scientific and analytical disciplines to conduct fundamental research; scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding; concept formulation; assessment of system and subsystem requirements; development, analysis and evaluation of concepts, technologies, systems and subsystems; and development of operational concepts and tactics with the end goal being the application of results to developing new or improving existing warfighting capabilities.
3.2 Engineering, System Engineering and Process Engineering Support
This functional area consists of supporting the application of engineering disciplines to technically support development of new warfighting capabilities and systems, technically support development of significant alterations to existing systems, support integration of existing equipment or software into different applications or platforms to support the warfighter, and support evaluation of foreign or non-developmental weapons systems, equipment, and technologies to satisfy existing warfighting requirements. Support is required for system and process engineering disciplines that systematically consider the requirements, synthesize and evaluate alternative concepts, identify a recommended selection, and generate a design and system specification.
3.3 Modeling, Simulation, Stimulation, and Analysis Support
This functional area consists of the application of a standardized, rigorous, structured methodology to create and validate a physical, mathematical, or otherwise logical representation of a system, entity, phenomenon, or process. The functional area involves the use of models, including emulators, prototypes, simulators, and stimulators, either statically or over time, to develop data as a basis for making managerial, technical, strategic, or tactical decisions.
3.4 Prototyping, Pre-Production, Model-Making, and Fabrication Support
This functional area consists of the building, fabrication, testing, evaluating and operating reduced and full scale models, mock-ups, prototypes, pre-production units and research and development (R&D) test tools of electronic and electro-mechanical systems and system elements. Fabrication and machining of replacement parts or equipments for fielded systems or platforms is included. Includes the use of traditional materials as well as new composite materials.
3.5 System Design Documentation and Technical Data Support
This functional area involves the engineering effort required to prepare and assure that the detailed technical data documentation that is necessary to support system development reflects the latest design, configuration, integration, and installation concepts. Technical documentation may be in the form of paper, electronic (digital) or interactive computer systems.
3.6 Software Engineering, Development, Programming, and Network Support
This functional area consists of applying the engineering and scientific disciplines to perform technical analysis of, technically support development of or selection of hardware and computer software, or modification to existing hardware and software for systems, test facilities, or training facilities. This also consists of software engineering efforts and programming support required to technically support software implementation in systems, sub-systems, and components utilizing computers, electronics, and software. Planning, designing, coding, testing, integrating, supporting, and delivering algorithms, software (source code and executables), computer programs are the inherent activities of this functional area. Generally, the software development processes used for software development under this contract shall be, as a minimum, assessed at Software Engineering Institute (SEI) Capability Maturity Model (CMM) Level 3 or equivalent, however the Government may specify other (either lower or higher) standards in individual task orders issued under the contract.
3.7 Reliability, Maintainability, and Availability (RM&A) Support
This functional area consists of applying engineering, scientific, and analytical disciplines to ensure that systems and platforms RM&A requirements are integrated with the system design, development and life cycle sustainment resulting in warfighting capabilities that function effectively when required and that detection and correction of design deficiencies, weak parts, and workmanship defects that affect functionality are implemented.
3.8 Human Factors Engineering Support
This functional area consists of applying engineering, scientific, and analytical disciplines to ensure that design of interactive systems are safer, more secure and easier to use thereby reducing accidents due to human error, increasing system integrity and enabling more efficient process operations.
3.9 System Safety Engineering Support
This functional area consists of applying engineering and analytical disciplines to ensure that safety is considered in all aspects of design, development, operation, maintenance, and modification of systems and platforms.
3.10 Configuration Management (CM) Support
This functional area consists of applying engineering and analytical disciplines to identify, document, and verify the functional, performance, and physical characteristics of systems, to control changes and non-conformance, and to track actual configurations of systems and platforms.
3.11 Quality Assurance (QA) Support
This functional area consists of applying engineering and analytical disciplines to ensure that the processes and products used in the design, development, fabrication, manufacture of result in quality products.
3.12 Information System (IS) Development, Information Assurance (IA), Information Technology (IT) Support
This functional area consists of providing information system software analysis, requirements definition, design, development, test, modification, installation, implementation, quality assurance, training, and documentation to meet the evolving data storage and reporting needs of programs and management. Analyze existing IT and IS databases, web sites, and IT applications and recommend new or improved interfaces and improved management tools that meet new management requirements, or improve management effectiveness and efficiency. Perform maintenance and technical support for Local Area Networks (LAN) and Wide Area Networks (WAN) that are outside the cognizance of the Navy Marine Corps Intranet (NMCI). Modify, implement and maintain web based information systems and links. Develop web-site structure, prepare documentation for population, implement and maintain web sites. Provide systems engineering and technical support for establishment, test, upgrade, and operational support of systems, networks, workstations and support equipment hardware and software that are outside the cognizance of NMCI. Conduct IA analyses, develop, recommend, and implement, monitor, update, and maintain, IA practices, procedures, equipments, algorithms, and hardware that are outside the cognizance of NMCI.
3.13 Ship Inactivation and Disposal Support
This functional area consists of technically supporting the submarine and ship inactivation and disposal program office to ensure that critical equipment removed is safeguarded and destroyed in accordance with the appropriate Navy instructions and directives. Provide direct liaison with the Shipyard and the NAVSEA program office to insure that critical technology is not inadvertently transferred to foreign nationals or governments. Ensure proper documentation exists for the sale of excess materials from inactivated ships prior to sale by the Defense Re utilization and Marketing Service (DRMS). Technically support the demilitarization process for shipboard equipment using the Expanded Work Breakdown Structure (EWBS), Trade Security Controls (TSC), and Munitions List Items (MLI) all of which are used to determine the disposition of excess, not-ready-for-issue (non-RFI) equipment. Technically support the security classification requirements and guidelines for submarine and surface ship data and equipment necessary to assist in making decisions on sales issues.
3.14 Interoperability, Test and Evaluation, Trials Support
This functional area consists of the application of engineering, scientific, and analytical disciplines necessary to ensure that developed platforms, systems, and warfighting capabilities have been properly tested and that joint interoperability requirements have been fully met at all levels of their life cycle.
3.15 Measurement Facilities, Range, and Instrumentation Support
This functional area consists of applying engineering, analytical, and technician disciplines in the operation and support of measurement facilities, ranges and instrumentation used for testing, evaluating, experimenting, and exercising platforms and systems.
3.16 Acquisition Logistics Support
This functional area consists of applying the engineering and analytical disciplines required to implement acquisition logistics as a multi-functional technical management discipline associated with the experimental development, design, development, test, production, fielding, sustainment, and improvement modifications of cost effective systems that achieve the warfighter’s peacetime and wartime readiness requirements. The principal objectives of acquisition logistics are to ensure that support considerations are an integral part of the system’s design requirements, that the system can be cost effectively supported through its life-cycle, and that the research and development facilities and infrastructure elements necessary to the design, development, initial fielding, and operational support of the system are identified, developed, acquired, and supported.
3.17 Supply and Provisioning Support
This functional area consists of applying the analytical and technical disciplines required to ensure that research and development facilities, experimental and developmental systems, and fielded warfighting capabilities are materially sustained. The principal objectives of this functional area is to ensure that material for fleet operation and maintenance of systems is available when required, that materials are properly stored and transported, and inventories are managed in a cost effective manner to sustain supported systems.
3.18 Training Support
This functional area consists of applying the engineering and analytical disciplines required to ensure that the warfighter and technical support community is provided with adequate instruction including applied exercises resulting in the attainment and retention of knowledge, skills, and attitudes regarding the platforms, systems, and warfighting capabilities they operate and maintain.
3.19 In-Service Engineering, Fleet Introduction, Installation and Checkout Support
This functional area consists of the application of engineering, analytical, and technical disciplines and skills to establish and maintain long term engineering, operation, and maintenance support for in-service warfighting capabilities as well as the capability to modernize or introduce transformational technologies into those capabilities.
3.20 Program Support
This functional area consists of applying the business, financial management, and technical disciplines required to support planning, organizing, staffing, controlling, and leading team efforts in managing acquisition programs such that the result places a capable and supportable system in the hands of the warfighter when and where it is needed, and does so at an affordable price. This functional area represents an integration of a complex system of differing but related functional disciplines that must work together to achieve program goals through development, production, deployment, operations, support, and disposal.
3.21 Administrative Support
This functional area consists of applying the clerical and administrative disciplines required for seamless operation of offices and support functions.
Past 3 Years Service Experience based on Functional Area
3.2 Engineering, System Engineering and Process Engineering Support
The SPAWAR contract required Marway to combine existing (standard) COTS (Commercial off the shelf) power systems equipment into a limited, new spatial requirement and platform. The power control and distribution units were technically analyzed/evaluated to develop and ultimately provide a feasible, single product that would meet or exceed the government’s stringent requirements. Significant alterations to the existing (two) systems were recognized, as Design Engineering conceptualized the required redesign for a (now) single product. System Engineering and Process Engineering systematically considered alternate concepts that would resolve size constraints and new battlefield requirements, inconsistent with standard package development. Marway Power Solutions was able to redesign/provide a rugged product, in a choice of configurations for various applications, which incorporated added safety margins for the customer.
3.3 Modeling, Simulation, Stimulation, and Analysis Support (and Prototyping)
During the SPAWAR contract, Marway Mechanical and CADD (Computer Aided Design & Development) Engineering worked simultaneously with System and Process Engineering to logically create a sound representation of a redesigned system through standardized, structured methodology. CADD Engineering created 2D and 3D conceptual drawings to provide valid technical data as a basis of the new product, combining two different systems for one final product.
The pre-production prototype units provided a development test-tool for the electronic systems, along with systems elements, to be analyzed for incorporation of customer specifications, design/material enhancements, ensuring quality, and promoting product producibility. Regulated testing of the pre-production units ensured continued performance for the new configuration. Engineering, in concert with Quality and Production disciplines, supported and participated in the various design reviews demonstrating a closed-loop communication, team approach.

3.5 System Design Documentation and Technical Support
Marway Power Solutions’ engineering documentation begins with performing an in-depth, technical review of the overall preliminary customer specifications. These specifications, along with new requirements are then compared to existing products, avoiding unnecessary engineering effort and improving the turn-around time for the customer. The SPAWAR contract was able to capitalize on this cost-effective approach when the Marway power control and distribution units were combined, to provide a single customer product. From existing documentation, Engineering and supporting disciplines (for example, Production, Procurement, and Quality) review/compare the customer furnished data package (Ref: AS9100:2004 Contract/Data Review Procedures) to determine feasibility, part restrictions/delivery, design criteria, scheduling, environmental, quality, safety, along with any manufacturing and packaging concerns.
Also, as a member of GIDEP (Government-Industry Data Exchange Program), Marway Power Systems is able to actively cooperate between these key participants to reduce or eliminate expenditures of resources by sharing technical information essential during research, design, development, production and operational phases of the life cycle of systems and equipment.
Detailed, technical data documentation is verified, controlled, and maintained (on-site), to support systems development, reflecting the latest design, configuration, integration, and installation concepts. These technical documents are easily accessible, in the form of paper, electronic (digital) or interactive computer systems.
3.7 Reliability, Maintainability, and Availability (RM&A) Support
Marway Engineering is dedicated to providing the best possible product to ensure the systems and platforms of RM&A requirements are integrated with every system design, development, and life cycle. This dedication is continually reflected with inherent product, first-time quality. Product quality can only exist when reliability, maintainability and availability are engineered/integrated into the design of the product. As an example, Marway quality products were designed with compatibility of the National Environmental Policy Act (NEPA) minimizing tin/lead solder joints and including smoke-restricting materials (should a short occur by adjacent equipment). In addition, stress voltage testing was complete (margin determination) for increased system integrity while submarine “Hammer Tests” were added to the SPAWAR contract specification (after 150 units), a Virginia Class Submarine criterion. All units passed.
3.9 System Safety Engineering Support
System safety, for Marway, is an important element of Reliability/Maintainability (R&M) while considered in all aspects of design, development, operation, maintenance, and modifications of systems and products. Following the guidelines of the National Environmental Policy Act (NEPA) with minimizing tin/lead solder joints, incorporating smoke-restricting materials, and also creating blocker plates to eliminate over-size mounting screws from penetrating internal wires/terminals, are only a few examples of on-going safety practices. Simple modifications, like these, present a safer, more robust product for Marway Power Systems and certainly a better ROI (Return on Investment) for their customers.
3.10 Configuration Management (CM) Support
Marway Power Solutions engineering and documentation support is dedicated/disciplined to manage/control the various system configurations that are generated. Key individuals are responsible for tracking/controlling/verifying any on-going change that may affect the function, performance, conformance, and/or physical characteristics of the system/product. The Configuration Management group provides the repository for engineering drawings, drawing changes, and project notes to meet AS9100 : 2004 requirements. CM facilitates a product build the same way, every time, by issuing Bills Of Materials, schematics, and visual aids to production for assembly. With this, CM ensures the proper revision control build paper, per contract, is submitted to production. Marway CM is responsible to maintain up-to-date certifications for UL, CSA, and TUV (European Nationalized Standards) on select Marway products. All safety related MSDS (Material Safety Data Sheets) reference documents are retained by the CM group. Continued CM dedication was evident during the complex engineering required for the recent SPAWAR contract, as the technology of two existing products were combined into a single, final product with a specified size constraint. Once completed, the Marway product consisted of two, proven configurations (versions) for different customer applications.
3.11 Quality Assurance (QA) Support
Quality representation is involved in all stages of company activities by participating in the Contract Review cycle, Receiving Inspection, vendor part control, in-line/final inspection, shipping inspection, along with Customer Satisfaction programs. Quality Assurance provides RMA (Return Material Authorization), Supplier Corrective Action, while supporting the internal auditing process (per AS9100:2004 Standards). Marway Power Solutions, by implementing the AS 9100:2004 Quality Business Management System, established a methodology where upper management can obtain direct responses from group leaders to better direct on-going factory improvements for continued customer satisfaction. Quality Assurance also monitors/verifies production performance by the use of quality stamps, used to identify assembly/technician workers throughout the production process. When abnormalities are detected, quality and reliability standards are addressed with possible retraining and/or a process change. The Quality SPC (Statistical Process Control) sheets are posted, to illustrate production performance of the customer’s product.
3.20 Program Support
Because of the complex design/specification requirements of the recent SPAWAR contract, Marway Power Solutions - Program Management (PM) was involved during initial contract negotiations, through final product acceptance. Managing a diverse program of this magnitude included close communication with relative functional disciplines (internal/external) to obtain the objectives and achieve our common program goals. In addition, the SPAWAR Program Manager closely monitored (vs. micro-managed) all aspects of the technically oriented process, pertaining to contract/customer requirements, engineering, system integration, planning, resource staffing, effective cost control/reduction, production, deployment, quality, safety, and support. Marway’s PM actively responded, as direct POC (Point of Contact), regarding any customer concerns, changes or requests.
Marway Power Solutions Customer Service is also a vital element to the post-production process for Program Support. Marway fielded products are backed by many years of electrical and manufacturing technical experience in power, avionics, test equipment, and weaponry, supporting both military and commercial customers. In addition, Customer Service has initiated a Marway Product Evaluation Program for potential customers to test/evaluate the select product line that best fits their specific requirements.
3.22 Public Affairs and Multimedia Support
Marway Power Solutions’ multimedia group functionally supports all internal/external communications. This group has extensive experience in the following areas: Oral and Written Presentations, Graphic Design, Web Site Design and Development Web Site Usability and Architecture Analysis, Flash Animation and New Media Development, Website/Portal Database Application Development, Web Site Promotion and Search Engine Registration, Interactive CD Design and Development, Brand Development and Identity Design, Marketing Collateral/Promotional Design including Brochures, Advertisements, Booklets and Posters, Copy Editing and Document Layout, Content Writing and Editing, and full motion video productions. Marway consultants have spearheaded oral and written presentations, multimedia, and marketing/promotional designs for multi-million dollar bids, blending leadership, talent and drive seamlessly to win acclaim from clients and the federal government. Many of these bids were on behalf of large government contractors including Navy contracts such as LCS Flight 0 Preliminary Design, WSQ-9 Program.
Marway’s Quality Assurance
Marway Power Solutions, Inc. (referred to as Marway Power Solutions or the Organization throughout this Manual) has developed and implemented a Quality Management System (QMS) to provide products and services that consistently meet its customers’ needs and the applicable legal and regulatory requirements, including the requirements of AS9100 : 2004. The QMS complies with the requirements of the International Standard AS 9100:2004 and there are no exclusions.
